UPDATE
As part of the investigation it was determined that the same vehicle and same man were involved in five separate incidents between January 30 and March 23, 2022.
Through the investigation, Detectives from the Major Crime Section of our Criminal Investigation Division identified, located and arrested the man believed to be involved in all of the reported incidents.
On April 1, 2022, Detectives arrested and charged 40 year old Keith Boulanger with the following offences under the Criminal Code of Canada;
- Criminal Harassment – Engage in Threatening Conduct x5
- Criminal Harassment – Beset/Watch x3
- Indecent Act in Public Place x5
As a result of the investigation, Detectives applied for and were granted a Criminal Code Search Warrant for his residence. Upon executing the Search Warrant, Officers located and seized bear mace, two conducted energy weapons, and a firearm. He was additionally charged with the following offences under the Criminal Code of Canada;
- Unsafe storage of a firearm
- Unauthorized Possession of a Weapon x7
- Possession of a Weapon for a Dangerous Purpose x7
He was held was Police custody overnight in order to attend Weekend and Statutory Holiday (WASH) Court on April 2, 2022 to answer to the charges.

We are requesting the Public’s assistance in order to identify the driver of a vehicle involved in multiple suspicious incidents.
Between February 1 and 6, 2022, Police received multiple complaints from community members in the area of Lasalle Boulevard in relation to a pick-up truck that has been following women.
The truck has been described as a black Dodge Ram with chrome bumpers and the driver has been described as being a White man wearing glasses.
